Xi’an Coordination of Scientific and Technological Resources Reform Demonstration Base is located within the Fengdong New Town of the national Xixian New Area of the west Xi’an. According to the Development Plan of Guanzhong Tianshui Economic Zone Development Plan that was approved by the State Council in June 2009 and proposed to build “a reform demonstration base for coordination of scientific and technological resources centered in Xi’an”, and according to the Several Policies on Accelerating the Development of Xixian New Area that was issued by Shaanxi Provincial Government in August 2011 and further called for the establishment of the national reform demonstration base for coordination of scientific and technological resources, in September 2011, the Xi’an Management Office for the Reform Demonstration Base of Coordination of Scientific and Technological Resources was set up, and Xi’an Coordination of Scientific and Technological Development Co. Ltd. was established to be responsible for the overall development and construction of the base, as well as for the municipal supporting facilities, attracting businesses and capital, industrial development, etc.
