The “going out” one-stop comprehensive service platform is deemed as the brightest spot in Shaanxi Free Trade Zone. Its construction is undertaken by the Free Trade Function Area of Fengdong New Town, and it focuses on addressing the following problems:
i.e. how to create a better internal and external investment environment for Chinese firms to “go out”; how to promote Chinese firms in joining in the international industrial cooperation between countries along the Silk Road Economic Belt, and in deeper integration into the development of global industrial chain and value chain; how to enhance their capabilities to invest overseas projects and manage overseas business, and create more convenience for them to engage in overseas investment…… To solve these problems is the founding purpose of the “going out” one-stop comprehensive service platform of Fengdong New Town.
Simply speaking, its purpose is to build up a “going out” comprehensive service platform featuring directness, convenience and high efficiency, and contribute to the establishment of a new opening-up high ground for inland Shaanxi to promote innovation by opening up, to promote reform by innovation and to promote development by reform. Though called as “one-stop” service platform, it is different from the review and approval platform in traditional meaning, but one providing all-around services related to overseas investment. As to the general function design of the platform, three aspects are considered as follows:
The first aspect is a government-affairs service system for overseas investment. The review and approval functions of multiple government departments including the development and reform commission, commerce department and foreign exchange administration are integrated and delegated to the Free Trade Zone itself. By “one registering form for all items, one window to receive all materials, backstage approval flow line, and combined review and approval of all related departments”, the review and approval efficiency and the service quality of government can be greatly enhanced.
The second aspect is the comprehensive service system. This is the core and soul of the platform. According to the briefing of the head of the economic development department, the Skolkovo innovation center program developed by the Fengdong New Town in the Sino-Russia Silk Road Innovation Park will provide Chinese firms aiming to go out with an “offshore home”. By such a physical carrier, the platform intends to integrate all the agencies (representative offices) that the “Belt and Road” countries set in Shaanxi, and integrate the project resources of Shaanxi Province in terms of export of labor service, project outsourcing, capacity releasing and overseas acquisition, as well as those resources of the overseas firms of Shaanxi. Once those currently scattered resources are aggregated to work together, a better service can be provided to the firms “going out”.
The third aspect is the e-business system. The “one-stop” service platform can make full use of Internet and big data platform to provide firms with multiple customized services, including those services in relation to business registration, recruiting, financing, taxation, and legal affairs.
The completion of the above three systems will keep improving and innovating the public services for overseas investment, and form a high-standard and high-level promoting system for overseas investment, so as to build up the Shaanxi Free Trade Zone as a “window” for firms to go out globally.
