In 2014, Xi’an City will follow the spirit of the 18th National Congress of the Communist Party of China (CPC) and the Third Plenary Section of the 18th Central Committee of the CPC and take the further comprehensive reform as its guideline to carry out the decisions and programs made by the provincial Party committee and the provincial government. Under the prerequisites of stable progress, reform and innovation as well as an increase in quality and efficiency, the city will push forward all tasks according to the requirements of “building the new starting point of the economic belt along the Silk Road” and “making the society harmonious and the city comfortable for people to live”. Xi’an City has five major programs, which are the construction of Weibei Industry Zone, the preservation of the heritage of Chang’an City Wall of the Han Dynasty, the construction of the ecological environments of the north side of the Qinling Mountains, the project of “eight rivers nurturing Xi’an” and the construction of highway transport hubs. In addition, the city has to construct one vantage ground and six centers: the open and developing vantage ground in the economic belt of the Silk Road, the logistics service center of finance and commerce, the machine manufacture center, the energy storage and transportation center, the cultural tourist center, the research and development center of science and technology and the center for training top-end talents. In order to implement the tasks above mentioned, Xi’an City should stabilize its economic increase, adjust its various structures, optimize its environments, widen its cooperation, and continue to improve people’s living conditions while managing to upgrade its economy. In other words, Xi’an must be built into an international metropolis while retaining its unique historical and cultural characteristics.
