In order to optimize the investment environment of the Scientific Cooperation District, improve the efficiency of departmental services, strengthen the cooperation and coordination between the departments, and effectively do the relevant services for the park enterprises to enhance the Coordinated Innovation Harbor Park and even Fengdong New Town investment soft environment, combined with the actual situation of collaborative innovation port park, the entrance enterprise service processes have been made from eight aspects, such as the preparation stage before entry, delivery stage, decoration stage, formal entry stage, supporting services, public services, value-added services, and other services
I. Preparation stage before entry
(1) Registration, change of business and tax registration
The enterprise unit entering into the Coordinated Innovation Harbor shall be in accordance with the law in the Xixian New Area Fengdong New Town for industrial and commercial registration, and tax registration. For those enterprises which intend to enter the park, need to apply for business registration and change and other formalities, the Investment Services Department is responsible for coordinating the Investment Service Bureau, industry and commerce, tax and other relevant departments to handle relevant procedures for enterprises. In the process of handling the relevant procedures, the Ministry of Investment and Economic Development, Scientific Cooperation Property Company will participate for the assistance. According to the specific circumstances of the project, it can also commission the Secretary Business Secretary to handle in paid form.
(2) Sign a lease agreement
The enterprise unit entering into the Coordinated Innovation Harbor shall be in accordance with the park industrial development plan, the park environmental protection and fire safety and other related requirements. For the qualified projects, after the first trial, Investment Services Department led the organization of investment and economic development department, project management department, science cooperation property companies and other relevant departments to review the project. After the project is approved, the enterprise will sign a housing lease agreement.
(3) Project setting and record
Scientific Cooperation Office is responsible for the preliminary record of the entry project, the project below200 square meters reports at the Scientific Cooperation Office, and the project more than 200 square meters has the first trial in Scientific Cooperation Office, and finally report to the bureau for project filing approval. After the completion of the project setting and report, the enterprises should be organized to hold the entrance coordination meeting.
II. Delivery stage
(4) House handover
After it is determined that the enterprise can enter the park, under the condition that the enterprise can use it, the investment service department sends the Entering Notice to the enterprise (see Annex 1). According to the time of Entering Notice, the enterprises come to checkout the home foreclosure procedures. When handing the housing handover procedures, the Investment Services Department take the lead, and the project management department, the property company cooperate for the housing acceptance of the entering enterprise. If there is a problem with the acceptance, the project management department, the property company will conduct rectification, until the final housing acceptance. If the house is qualified, the enterprise must sign the Confirmation Form for Housing Handover (see Annex 2) and confirm the number of hydropower meters.
(5) Sign the relevant property agreement
Xi'an Scientific Cooperation Property Management Co., Ltd. is responsible for collaborative innovation port’s property management, and conduct maintenance of housing to ensure the normal use of entering enterprise. After the completion of the housing acceptance procedures, the entering enterprise shall sign the Agreement on the Interim Management of the Employer of Cooperative Innovation, Property Service Agreement and Decoration Management Service Agreement, and the relevant agreement, and get the house keys.
(6) The transaction of meal card and vehicle permit

(7) Decoration application
The entering enterprise will receive the Secondary Decoration Application Form at the property company (see Annex 4), and submit the relevant information such as the decoration plan to be audited by the property company. If the checkout is not passed, the entering enterprises need to modify and improve the information within the specified time in accordance with the requirements. After passing the audit, the relevant documents of secondary renovation will be signed.
(8) Conduct decoration
In accordance with the agreement to pay the decoration deposit, garbage clearance fees, property charges (the charges listed in Annex 3), and handle Decoration Permit, Temporary Access Card, the entering enterprises should decorate as required.
(9) The check and acceptance of decoration
When owners finish the decoration, they should notify the property in writing form for the acceptance, if the decoration acceptance is qualified, and the house can be used for a period of more than three months, the decoration deposit will be refunded. Decoration deposit of tenants will be refunded within 20 working days from the date of acceptance.

(13) The increasing of power capacity
The power load design of Coordinated Innovation Harbor Park is 60W / ㎡, which can meet the needs of general business office and R & D production. With the increasing number of entering enterprises with laboratories, and the expanding of the enterprise's own production and management capacity, the enterprise has the demand of increasing power capacity according to their own situation. The enterprise which has the demand for increasing power capacity needs to have a reasonable prejudgment for their own electricity demand, if necessary, it can apply to increase the box change.

The personnel of entering enterprises who need to settle in the Fengdong area, should handle the matters together in the Fengdong Management Center for the exchange of personnel, approved by the Xixian Management Council with reference to Xi’an Household Registration Management Approach.
2. Professional title appraisal
The professional title appraisal of staff in entering enterprises is handled by Fengdong People's Bureau. According to the different types of certification, the appraisal time is different. At that time, Fengdong Human Resources and Social Security Bureau issues a notice of professional title appraisal, repost by the Scientific Cooperation Office to the entering enterprises, enterprises will submit the staff review information to Fengdong Human Resources and Social Security Bureau.
3. Social security handling
The tax relations of enterprise with new accounts should be in the Xixian New Area; pension insurance is the provincial coordination, the other four insurances are integrated in Xi'an.
(20) Housing provident fund handling

(28) Evacuation services
In one month before the housing lease contract expires, the enterprises which no longer renew the business, can submit the evacuation application in writing form to the Investment Services Department of Scientific Cooperation Office.
